Level I — Advisory Services and Campaign Planning

At Level I, Assemblage helps clients conduct in-depth issue research and then develop a detailed strategic campaign plan. Once the plan is developed, the client manages the campaign’s operations, with Assemblage playing an advisory or supplemental role.

 

Level I is appropriate for larger organizations that maintain their own public affairs capabilities or want to develop these capabilities through the course of their issue campaign.

Level II—Campaign Planning and Targeted Operations

As described above, Level II services begin with in-depth issue research and strategic plan development. Assemblage then plays a management role in executing the plan, but works with the client to leverage inhouse capabilities, such as creative services or public relations. We bring needed public affairs expertise, resources, and coordination to the campaign, providing capabilities that many organizations do not maintain in house.

Level II is appropriate for organizations that can support components of a campaign’s operations, but need to supplement internal assets with Assemblage team members.

Level III—Comprehensive Program Development and Campaign Management

At Level III, Assemblage functions as a virtual public affairs department for our client. We bring together the full range of necessary capabilities to develop and execute the campaign plan. Depending on the campaign, these capabilities may include:

  • Polling and opinion research.
  • Branding and creative services.
  • Earned, paid, and social media.
  • Field operations.
  • Digital communications and mobilization.
  • Legal services and lobbying.

Level III is appropriate for organizations that do not maintain deep communications and public affairs capabilities in house—or that want to run a campaign independent from internal assets.
